MLC implementation guidelines and other key documents

  1. Standing Orders of the Special Tripartite Committee established for the Maritime Labour Convention, 2006
    The establishment of the Special Tripartite Committee is necessary to give effect to Article XIII of the Maritime Labour Convention, 2006. These Standing Orders and the Introductory Note were adopted by the Governing Body at its 313th Session (March 2012).
  2. Handbook: Guidance on implementing the Maritime Labour Convention, 2006 - Model National Provisions
    This handbook contains a model for legal provisions that implement the Maritime Labour Convention, 2006 (MLC, 2006). This model closely follows the provisions of the Convention. It is not a proposal for a national law (although with some adjustments it could be used as such), but, rather, it is intended as an aid, in whole or in part, for national legislators and legislative counsel in drafting the necessary legal texts to implement the MLC, 2006.
  3. Handbook: Guidance on implementing the Maritime Labour Convention, 2006 and Social Security for Seafarers
    This handbook on social security has been prepared by the International Labour Office under the auspices of the ILO’s five year (2006-2011) Action Plan to achieve rapid and widespread and effective implementation of the Maritime Labour Convention, 2006. It is intended to assist countries that may need additional information or technical support to ratify and implement this innovative Convention. These innovations relate to the Convention’s legal structure and terminology, its comprehensiveness, its areas of flexibility as well as its expanded compliance and enforcement provisions.

    The guidelines for port State control officers carrying out inspections under the Maritime Labour Convention, 2006 as amended (MLC, 2006), contained in this book are an important international resource for implementing port State responsibilities under the MLC, 2006. The Guidelines, initially adopted in 2008, were updated by the ILO in 2020, together with the Guidelines for flag State inspections under the Maritime Labour Convention, 2006 as amended, in order to reflect the 2014, 2016 and 2018 amendments to the Code of the Maritime Labour Convention, 2006.

    The Guidelines for flag State inspections under the Maritime Labour Convention, 2006 as amended (MLC, 2006), contained in this book are an important resource for implementing flag State responsibilities under the MLC, 2006. The Guidelines, initially adopted in 2008, were updated by the ILO in 2020, together with the Guidelines for port State control officers carrying out inspections under the Maritime Labour Convention, 2006 as amended, in order to reflect the 2014, 2016 and 2018 amendments to the Code of the Maritime Labour Convention, 2006.
  6. Guidelines for implementing the occupational safety and health provisions of the Maritime Labour Convention, 2006
    The purpose of these guidelines is to assist States to implement the occupational safety and health provisions of the Maritime Labour Convention, 2006 (MLC, 2006).
  7. Guidelines on the training of ships’ cooks
    The Guidelines on the training of ships’ cooks are intended to provide supplementary practical information and guidance to flag States that can be reflected in their national laws and other measures to implement Regulation 3.2 and the Code of the MLC, 2006.
  8. Guidelines on the medical examinations of seafarers
    These Guidelines will assist medical practitioners, shipowners, seafarers’ representatives, seafarers and other relevant persons with the conduct of medical fitness examinations of serving seafarers and seafarer candidates.
