Article 1 of the Convention. Scope of application. The Committee notes the Government’s indication in its report, in response to its previous comment, that the Bill concerning workers in purely traditional sectors was transmitted to the General Secretariat of the Government in 2017, but that its adoption has been delayed by the exceptional circumstances caused by the COVID-19 pandemic. Given that it features as action included under the Performance Programme of the Ministry of Economic Inclusion, Small Enterprise, Employment and Skills (MIEPEEC) for 2022, work on the Bill resumed recently with a meeting, organized by the Ministry on 5 January 2022, of the parties concerned. Following this meeting, the Bill and its three draft implementing regulations were transmitted, in a participative approach, to the Department for Crafts, and to the Federation of Chambers of Crafts for them both to seek the opinion of the Chambers of Crafts on the matter, a step that is mandatory under the legislation in force. The Government also indicates that, while awaiting their replies, the MIEPEEC will shortly take the necessary measures to accelerate the procedure for the adoption of the Bill. The Committee requests the Government to continue to provide information on the development of the adoption of the Bill concerning workers in purely traditional sectors and its three implementing regulations. It also requests the Government to provide a copy of these legislative texts, once adopted.
Article 5. Effective application. The informal economy. The Committee notes the information provided by the Government concerning inspection activities to ensure payment of minimum wages in the informal sector, as well as the national initiatives to reduce poverty and combat social and economic exclusion. The Committee requests the Government to continue providing information on the measures taken and envisaged to ensure the payment of the minimum wage in the informal sector, and to provide detailed information on the results of the inspection activities in this regard, including of violations identified and penalties imposed.
