Employment Service Convention, 1948 (No. 88) - Cuba (Ratification: 1952)

Articles 1 to 5 of the Convention. Contribution of the employment service to employment promotion.Cooperation with the social partners. The Committee notes the Government’s indication that the employment service is provided free of charge to persons interested in joining the labour market through provincial and municipal labour directorates, which are subordinate entities of local governments. The Government states that, in the country, there are 169 municipal labour directorates with employment offices. It adds that the Ministry of Labour and Social Security launched, in January 2021, the application TrabajarEnCuba (Working in Cuba), aimed at increasing and facilitating access to job vacancies for persons in a position to work. The Government indicates that the application has a total of 196,741 downloads, has a web version, and contains more than 5,000 vacancies throughout the country, in both the state and non-state sectors, which are aimed at different levels of qualification and specialization. The application is also compatible with the accessibility tool, Talkback, which is used by persons with visual disabilities. The Committee also notes the Government’s indication that, in 2020, the municipal labour directorates placed 147,050 persons in employment, 93 per cent of whom were placed in state-sector jobs and four per cent in other activities in the non-state sector. Three per cent became self-employed. Women represented 22 per cent and young persons accounted for 59 per cent. The Committee also notes with interest the statistical information provided by the Government regarding the placement of persons prioritized for employment, such as persons discharged from military service, persons released from prisons, and persons serving a sentence or on parole, as well as technical and vocational education graduates, qualified workers, and young persons with disabilities. The Committee requests the Government to continue to provide information on the manner in which it ensures the efficient functioning of the free public employment service with a sufficient number of employment offices to meet the needs of employers and workers throughout the country. The Committee also requests the Government to continue to provide information on the number of existing public employment offices, job applications received, job vacancies notified, and placements carried out by those offices. It further requests the Government to provide detailed information on the consultations held with the social partners to ensure their cooperation in the organization and functioning of the public employment service and the development of a related policy.
