The Committee notes the very succinct Government’s report which makes it quite difficult to evaluate to what extent the ratified Articles are applied. Also referring to the information available to the ILO from other sources, the Committee draws the Government’s attention to the following points.

Article 7 of the Convention. The Committee notes that a Labour Force Survey (LFS) has been carried out. However, while according to the Statistical Agency under the President of Tajikistan, the employment data received at the ILO were collected from the Labour Force Survey, no statistics were provided on unemployment and the economically active population derived from the same source. As for unemployment statistics sent to the ILO, they were collected from administrative sources.

It is indicated in the Government’s report that the standards and guiding principles established by the ILO have been taken into account in the collection of statistics on the economically active population. However, the methodological information on the Labour Force Survey has not been supplied to the ILO to evaluate to what extent the concepts and definitions used are in line with the ILO recommendations (Article 2).

The Committee notes that no data on the economically active population has been sent since the latest employment data provided for 2006, and that those on unemployment refer to 2007 (Article 5).

The Committee also notes that no information requested under Article 6 has been provided on the application of Article 7.

The Committee notes with regret that the data provided to the ILO are incomplete and inconsistent in terms of the statistical sources used and requests the Government to provide the ILO with the LFS methodology. The Government is also requested to send data on the economically active population, employment and unemployment on a regular basis.

Article 8. It is indicated in the report that the population census in Tajikistan is conducted not less than every ten years and that the last population census was conducted in 2000. According to the Government, the next population census will be held on September 2010. The Committee requests the Government to supply the 2000 and 2010 data collected from the corresponding population censuses as soon as possible (Article 5) and the methodological information regarding the population census 2010 (Article 6).

Article 9. The Committee notes that there is no mention of statistics covered by this Article. It notes, however, from Tajikistan’s website www.stat.tj/english/database.htm that current statistics of average monthly earnings are compiled and processed each month. No annual averages appear in the table shown under this link. Statistics of average hours of work have ever been transmitted to the ILO. The most recent statistics of time rates of earnings and hours actually worked by occupation and industry refer to 1993: those of wage rates and normal hours of work refer to 1996. Previously, the Government had indicated that an occupational wage survey would be conducted as from 1998 but no statistics have been communicated to the ILO since. Once again the Committee asks the Government to indicate which steps, if any, are envisaged to extend the compilation of statistics of average earnings and hours of work to the distinction by sex, according to the guidelines contained in Paragraph 3(2) of the Labour Statistics Recommendation, 1985 (No. 170); to communicate the published statistics to the ILO as soon as practicable (in accordance with Article 5), and to keep it informed of the developments of the future occupational wage survey which forms part of the statistical programme which has been being set up.

Article 10. According to the previous Government’s report, statistics on the structure of wages were available and statistics on the distribution of employees according to levels of earnings were to be introduced in 1998. However, the Committee notes that no information has been provided on these. Accordingly, the Committee once again requests the Government to provide information on any progress made with regard to the compilation of statistics on the distribution of employees according to levels of earnings and hours of work in the whole economy, according to the guidelines contained in Paragraphs 5(1) and (2) of ILO Recommendation No. 170 (in accordance with Article 2).

Provision of information on obligations under Articles not accepted at the time of ratification (Article 16(4)). Article 11. The Committee refers to the indication by the Government in its previous report that a labour cost survey was to be carried out in 1998, and requests once again the Government to provide information on any progress made with regard to the design of the labour cost survey, including the concepts, definitions, classifications and survey method, in accordance with Article 16(4).

Article 12. The Committee notes from the website of the Statistical Agency of the Republic of Tajikistan, www.stat.tj, that since 2000, the consumer price index (CPI) is computed monthly on base of a previous month=100. The latest CPI data available at the ILO for Tajikistan relate to November 2002 and are disseminated at http://laborsta.ilo.org. The Government may wish to consider the possibility of accepting this Article and keep the ILO informed of any development in this regard

Article 13. According to the information available on the website of the Statistical Agency of the Republic of Tajikistan, www.stat.tj/stat.tj/
english/home.htm, a household budget survey is conducted and results published with quarterly periodicity in the statistical publication “Household Survey Main Tables”. However, this publication is not available to the ILO. The Committee encourages the Government to provide relevant information (both methodological information and results) on household income and expenditure statistics according to the guidelines contained in Paragraphs 5(1) and (2) of Recommendation No. 170.

Articles 14 and 15. The Committee asks the Government to keep the ILO informed in due course of any developments concerning the extent to which effect may be given to these Articles in future, in order to compile and provide statistics and relevant methodological information, in accordance with Article 16(4).
