1. 63. This case, already considered by the Committee at its meetings on 20 May 1960 and 23 February 1961, was further examined at its 29th Session (November 1961), when the Committee submitted the conclusions contained in paragraphs 81 to 87 of its 58th Report, which was approved by the Governing Body at its 150th Session (November 1961).

A. A. The complainants' allegations

1. 64. Paragraph 87 of the Committee's 58th Report reads as follows:
2. 87. In these circumstances the Committee recommends the Governing Body:
   • (a) to take note of the Government's statement that, with a view to enacting the new Public Service Bill, the Public Service Reorganisation Commission is preparing a report for submission to the Government on the basis of its findings in a number of countries visited by the Commission for the purpose of studying how their public services are constituted and function, and that the Government will be able to take up the question of enacting the new Public Service Bill only after it has received the report in question;
   • (b) to take note also of the Government's statement that the proposed draft Bill to make further amendments to the Trade Unions Act is still being considered by the Government;
   • (c) to bring the aforesaid statements by the Government to the notice of the I.L.O. Committee of Experts on the Application of Conventions and Recommendations, and to request the Government to be good enough to keep the Governing Body informed of further developments with respect to the proposed enactment of a new Public Service Bill and of a Bill to amend the Trade Unions Act.

In a communication dated 5 February 1962 the Government states that the Public Services Enquiry Commission, previously known as the Public Service Reorganisation Commission, has submitted its report, and the recommendations contained therein relating, inter alia, to the enactment of a new Civil Services Act are being examined by the Ad Hoc Committee appointed by the Government of Burma, which will consider the question of enacting the new Civil Services Act with due regard to the advice to be given by the Ad Hoc Committee in due course.
4. 66. The Government adds that the proposed draft Bill to make further amendments to the Trade Unions Act is still under consideration by the Government.

The Committee's recommendations

1. 67. In these circumstances the Committee recommends the Governing Body:
