Articles 1 and 2 of the Convention. Implementation of an active employment policy. The Committee notes the Government’s report received in September 2013 and notes that the observations made by the Business Associations Confederation of Mozambique (CTA), the Workers’ Organisation of Mozambique (OTM) and the National Confederation of Independent and Free Trade Unions of Mozambique (CONSILMO) confirm the information contained in the Government’s report. The Government indicates that the Action Plan for the Reduction of Absolute Poverty (PARP) for 2011–14 was launched in May 2010. PARP 2011–14 is the medium-term strategy for putting into operation the Five Year Government Programme (2010–14) which aims at combating poverty and promoting a culture of work with a view to achieving inclusive economic growth and reducing poverty and vulnerability in the country. Employment is one of the three priorities of the PARP, which puts emphasis on business creation as a vehicle for promoting employment, and on vocational training to boost employability. The Committee notes that statistical information provided by the Government shows that fewer jobs were created in 2012 than in 2011 (270,267 and 315,707 jobs, respectively). According to the Government, this is due to the fact that in 2012 there were a total of 4,517 self-employed workers compared to 68,365 in 2011 and that in 2012 the reintegration of 60,000 ex-miners into the labour market was difficult. The Committee looks forward to examining in the Government’s next report further information on the updated results of the implementation of the PARP for 2011–14 and on other employment measures adopted.
Women. The Committee invites the Government to include information in its next report on the impact of the efforts made to promote equal employment and income opportunities for women and men.
Youth employment. The Committee once again invites the Government to provide information in its next report on the results of the promotion of youth access to employment under the Pre-occupational Traineeships Regulations and on other employment measures targeting youth.
Article 2(a). Collection and use of employment data. The Government indicates that in July 2012 the National Institute of Statistics (INE) and the Ministry of Labour (MITRAB) started collecting disaggregated information on the employment market on a trimestral basis. The Committee observes that the employment rate during the first trimester of 2012 was 61.8 per cent and the unemployment rate was 22.5 per cent. The Committee invites the Government to include in its next report updated data on key labour market indicators.
Education and vocational training. The Government indicates that 98,400 persons benefited from vocational training and employment schemes in 2012. The Committee notes that 39 per cent of the participants received training from public vocational training centres and that 61 per cent received training from private vocational training centres. The Committee further notes that more than one third of the persons who benefited from vocational training and employment schemes were women. The Committee notes that the Government’s objective for 2013, under the Employment and Vocational Training Strategy (EEFP) 2006–15, is to provide vocational training to 114,302 people and to create and promote employment opportunities for 215,592 people. The Committee invites the Government to include in its next report results achieved under the EEFP and information on how it has improved employment opportunities. The Committee once again invites the Government to provide in its next report further information on the results of the measures implemented through the Integrated Programme for Vocational Education Reform (PIREP) and their impact on the labour market.
Article 3. Participation of the social partners in the formulation and application of policies. The Committee notes that, in its contribution, OTM indicates that the social partners participate in collective bargaining and social dialogue at all levels. The Committee invites the Government to provide in its next report information on the participation of the social partners in the formulation of the employment policy, as well as on their involvement in the activities of vocational education and training institutions. It also invites the Government to indicate the measures taken or contemplated to involve, in the consultations required by the Convention, the representatives of other sectors of the active population, such as persons working in the rural sector and in the informal economy.
