Comments and Observations: | Govt. of Panama (16 January 2015) In the letter dated 16 Jan. 2015, the Maritime Authority of Panama addressed that "the Maritime Authority of Panama...prepared and sent Note No. 098-2014 of 17 September 2014 to the vessel's legal representatives, law firm Morgan & Morgan, and re-sent the note's contents on 6 and 12 November 2014. The legal representatives replied to report that they had done their utmost to contact the operator, but with no specific response." It also said that "the Department for Maritime Labour Affairs managed to contact the operator on 3 December 2014, which assured us that, even though the one responsible for the crew's situation was the charterer, it, as the operator, on becoming aware of the situation, had covered the cost of repatriating six of the seafarers and that the offer had been made to them all, but that the remaining crew had not wanted to agree to repatriation given alleged false promises on the part of the charterer that it would make the salary payment owed. Given the situation and having expressed our concern as flag Stage, the operator agreed to offer once again to repatriate the crew on board the vessel Ocean Grand. .....The Maritime Authority of Panama will continue to take the necessary action aimed at ensuring that the operator / charterer does not shirk its labour commitments with respect to the crew, and will therefore maintain the documentary restriction of M/N Ocean Grand, IMO No. 9006629, which prevents the operator from changing the vessel's owner or cancelling the vessel from the register."
