Other (10 August 2022) IG P&I sent the message below.
I have made some enquiries and I can report that the vessel exited the Shipowners Club on 22 June 2021 after the vessel was sold. At the time of its entry in the Club it was registered under the German flag, which you have acknowledged in your covering note. There is no record of the vessel’s entry after 22 June 2021. Since the MLC certificates would have been terminated over a year ago, the club is not liable under MLC Standard 2.5.2. I hope this information can be recorded on the report and the report amended accordingly so that the Shipowner’s club is not listed as the P&I insurer at the time of this abandonment. That said, I hope a solution is found so that the ship’s crew may be repatriated as soon as practicable.
Govt. of Germany (16 August 2022) The vessel was removed from the maritime vessel register in Germany on 22 June 2021 at the request of the owner. The reason was the sale of the ship abroad. The ship has not been flying the German flag since then. Since there are no German seafarers on board, the German authorities are not competent in the present case.
