Decision

1. The Secretary-General’s decision of 12 April 2013 is quashed.
2. The ITU shall pay the complainant damages of 30,000 euros under all heads.
3. It shall also pay her costs in the amount of 5,000 euros.
4. All other claims are dismissed.
