THE APPEAL IS ALLOWED AND IT IS ORDERED THAT 1. THE DECISION OF 8 JUNE 1984 BE QUASHED; 2. THE ORGANIZATION PAY TO THE COMPLAINANT AS COMPENSATION FOR LOSS OF INCREASE IN SALARY AND FOR MORAL DAMAGE THE SUM OF 20,000 US DOLLARS; AND 3. THE ORGANIZATION SHALL PAY THE COMPLAINANT $4,000 AS COSTS.
