ILO provides technical assistance to the Autonomous Municipal Government of El Alto in the formulation of the Municipal Law for Co-responsibility of Care in the Municipality of "El Alto" (PPC). The specific role of the ILO in the formulation of this Law is to ensure the ILO 5Rs of Decent Work, as an approach to promote gender equality and improve working conditions in care work. They consist of recognising the value of care work, reducing the burden of unpaid work through services and infrastructure, redistributing responsibilities between men, women, the state and the market, adequately rewarding paid work with fair wages and social protection, and ensuring workers' representation in decision-making. This approach seeks to achieve decent working conditions and a more equitable distribution of work.

II-1 Justification of the initiative
The initiative was developed within the framework of the project "Promoting Social Justice and Gender Equality through innovative Care policies in Bolivia". This proposed law for its regulation is organically promoted by the main actors "the Municipal Care Platform of El Alto (PMCEA)", which is an instance that brings together women -leaders and promoters for the co-responsibility of care in the municipality of El Alto-, made up of 30 women who promote and fight for their "rights to care". they are women who represent many other women of El Alto ("alteñas") from their diverse experiences, realities and feelings, they belong to and come from the 14 districts of the city of El Alto; whose personal, work and care profile has been characterized in the diagnosis of care and is a basic part of the PPC proposal of the municipality of El Alto. They are women committed to women's rights and human rights in general. The El Alto Care Platform (PCEA) was formed motivated by the great challenge of "contributing to modify the sexual division of labor and its consequences on women's lives and rights, but also on the social inequality reflected in the unequal distribution of domestic and care tasks."

The proposal for the "Care Law of the Municipality of El Alto" seeks to establish a strategic framework (guidelines and actions) to transform the current organization of care, promoting the co-responsibility of care and its redistribution among the State, families and society. The proposal seeks to move towards a more inclusive, equitable and sustainable care system, which recognizes care as a right and a shared responsibility.

The Municipal Law of Co-responsibility of Care in El Alto represents an innovative element since it is the first care law in Bolivia, which is formulated based on a georeferenced mapping of the supply of care services that exist in the 14 districts of the Municipality of El Alto and is constituted as a law that takes into account this basic information to offer and improve the quality and quantity of the Provision of care services.

A lesson learned is that, for projects with an impact on public policies such as the approval of this law, especially in contexts of high political instability and electoral processes such as Bolivia's, it is essential to properly assess the time needed for awareness and inter-institutional coordination. Experience showed that initiatives of this strategic scope require longer timelines to ensure effective implementation and sustainably achieve the proposed results.

The actions and expected results of this proposal have been coordinated at the multi-stakeholder and multisectoral level, in order to reduce the risk of depending on specific institutions and thus have a wide margin of action, such as the Municipal Care Platform of El Alto (PMCEA) and civil society organizations such as the Women's Coordinator, the Gregoria Apaza Center for the Promotion of Women, the Vice Ministry of Equal Opportunities of the Plurinational State of Bolivia, UN Women, CECI-Canada, Colectivo Ciudadanía and the National Platform for Social and Public Co-responsibility of Care.
