As mentioned in Finding 13, the evaluation revealed potential barriers to women’s participation in the project, despite some specific actions taken by the project towards gender mainstreaming. The evaluation recommends that the ILO adopt an explicit gender strategy to ensure that gender gaps and barriers are addressed systematically, and that women have equal opportunities in benefiting from the project.
