comments:
The main issue here is not the absence of an M&E person but the acceptance by the trained NGO's of an outside M&E oversight - this was not included in the original agreement
action_plan:
The next phase of the activities under the Dutch project will allow for ILO to finance training and will therefore allow for a closer monitoring.

title:
4. ILO should ensure it has sufficient M&E resources for the project. Based on feedback received from the majority of stakeholders interviewed/consulted, it is highly recommended to develop a well-structured M&E system, including hiring an M&E specialist to track progress over the life of the projects. A specific matrix should be used to delegate responsibilities. Such a system would play a vital role in analysing the results of the pre- and post-training forms, not only quantitatively but also qualitatively, with reflection process to collect feedback and insights on a regular basis. Additionally, the M&E system for both projects should attend to the documentation of best practices regarding initiatives already carried out, particularly by NGOs, and used for learning purposes. This will not be valid, though, without a dedicated M&E person working with the different actors, stakeholders and partners at different levels.
