- comments:
- - There was limited M&E capacity at the outset of the project, but was gradually increased through support from ROAS.
- A KfW supported EIIP project hired an M&E officer and has demonstrated the value in having a dedicated staff member to oversee M&E and reporting. As a result, future EIIP projects have an example EIIP TOC that can be built on by subsequent projects.
- action_plan:
- 1. Build project staff's capacity to conduct a participatory Theory of Change with support from the regional Monitoring and Evaluation Officer
2. In subsequent project, budget for a reporting and evaluation NOA/B
3. Plan and allocate time for an inception phase (min 2 month) to focus on consultation

- title:
- 1.2 Construct project specific theories of change and unpack the assumptions underlying the project’s success. The process of building a detailed theory of change forces an interrogation of the underlying assumptions of the project and ensures that there is a view on how the project will lead to achieving the ultimate goal of the project. This would allow for gaps in the project’s logic to be identified upfront.
