ESAP2 has identified the main partners (at institutional and individual levels) and planned close consultations with partners separately and together at institutional, country and regional levels. In countries where institutions are restructured, especially after parliamentary elections, ESAP 2 will reimplement the exercise to identify any new players that are critical for a successful implementation of the project. These consultations are planned to present ESAP2’s goal and objectives; identify how ESAP2’s and partners’ goals/objectives at different levels overlap; identify approaches and activities that contribute to achieving common goals/objectives (ESAP2 and partners); strengthen partners’ involvement in and buy-in of ESAP2 project.

Although the main lines of ESAP 2 have already been drawn, the evaluation strongly recommends that this be further elaborated in series of preparatory steps. The evaluation understands that ESAP 2 has been formulated on the basis of limited stakeholder consultation. The preparatory phase will provide an opportunity to increase the project’s strategic relevance, improve the logic of the intervention, and encourage more ownership through partner consultation.
