- An acquisition and communication offensive could lead to more signed MoUs and Implementation Agreements. For this purpose, additional personnel resources could be internally reallocated, at least temporarily (e.g. support by liaison and monitoring officer).
In addition to the small number of co-operation agreements signed to date (4), the number of other promising potential projects, currently under negotiation, also ar-gues against this option. And, also the high number of particular unsuccessful ac-quisition visits, executed by project staff in the past, stands against this option.
