- Market Systems development should be at the core of programmes in the UN systems and within ILO programmes with job creation as its agenda. There is need for capacity building of other actors within the UN system on market systems development and the current MSA and RMA associated trainings should be used as launching pads for the capacity building. - MSD should become the centre piece of all ILO programs in the country including the Decent Work Country Agenda with Skills, social dialogue, fundamental rights at work all inbuild around it.
action_plan:
- A second phase for the R2J project would be essential in order to scale the project up and to other provinces of the country - New project (Road to Decent Jobs for All Afghans – R2DJ4All) designed and being implemented (2020-2022) to consolidate the R2J in Balkh district. - The Market Systems Development approach is further strengthened by two other initiatives; i) Stimulus Package to get business mostly affected by Covid-19 and recent crisis back on track; ii) - The Rapid Market Appraisal and Market Systems Analysis being conducted in 55 Priority Areas of Return and Reintegration (equivalent to 55 districts) for IDPs, returnees and refugees which will culminate in the production of MSA reports for 3-5 value chains. The evaluation findings and the MSA reports will place ILO in a much better position to design a more impactful widespread R2J programme.
