- With regard to the 50-50 split, after the evaluation was conducted, we were informed by KfW that the split is not up for negotiation and this ratio is decided between the German and Jordanian governments. Comments shared was also that our EIIP programme is funded as a Syria crisis response project mainly targetting Syrians. The project believes that future request for changes with the ratio should be done outside of the project, at a higher level between senior management of ILO, BMZ and the Jordanian government. The project agrees that the recommendation that the 50:50 split could be maintained presently.
While the project has put forward a proposal to have flexibility in the ratio of nationalities in the vocational training component, KfW are expected to request that this split is maintained for all beneficiaries - employed workers and post-employment trainees. KfW have accepted 3 month jobs as standard, noting that some MPWH contract arrangements use 4-5 month jobs

- Options should be considered to lengthen employment contracts beyond the current 40-days. The 50-50 split between Jordanian and Syrian workers should be maintained but reviewed over time to ensure on-going relevance and appropriateness. However, where possible and appropriate, Jordanian workers can be prioritised, particularly for more skilled labour requirements with contractors.
