comments:
The project team partially agree with the recommendation. The project is expected to conduct a lanuage audit and support the launage Commission ( OLC) to implement the official lanuage policy in the public institutions. However, increasing the number of Tamil-speaking state officials or outsourcing language and translation services and clear and measurable incentives for bilingual officers are not within the project scope and are beyond control. Further institutionalization beyond the scope of the original project has happened through the co-funding of the UNDP SDG 16 portfolio which will see roll out to the 40+ partner local authorities of the CDLG project, with plans to repeat annually. This will see institutionalization within the state system beyond the OLC
