- The points regarding RBSA templates and further 'projectizing' this, ROAS believes this is a matter for PROGRAM. We would caution however to consider RBSA as simply another project-based modality. Rather it should drive achievement of CPOs and take full advantage of the flexibility that RBSA offers. The template for RBSA funded interventions is defined by PROGRAM, building upon a template of country programme outcome. The template has a specific section on risk analysis/risk mitigation strategy. However it does not have section on theory of change, log frame, and M&E per se as the CPO is supposed to derive from DWCP where the theory of change/results framework is provided.

- Project design in fragile states needs to take into account the practical realities of project implementation in such contexts, building in adequate implementation time for protracted conflict situations. ILO could consider incorporating additional elements from its project document design template into the RBSA project design template, including a theory of change, logical framework, monitoring and evaluation framework, and a risk analysis/risk mitigation strategy. Designers should allocate sufficient staff on the ground in fragile states, including international staff, national staff, and adequate administrative and other support.
