comments:
The management of the water systems are classified into two: 1.) CBO-managed; 2.) LGU-managed. Only 2 water systems were LGU managed- Wao, Lanao del Sur and Timanan, Romangaob, South Upi, Maguindanao. In Wao, Lanao del Sur, the LGU is heavily invested in the water system because they provided a counterpart of over Php4million for the construction of the "mother" water tank. They envisioned to upgrade the water system from Level 2 to Level3. They also assigned personnel to oversee the operation of the water system. These personnel were part of the workers who built the water system under the project and later on, they were absorbed by the LGU. An ordinance was also issued to strengthen the Operations and Maintenance of the water system. In Romangaob, South Upi, while this is LGU (Municipal level) managed, the water system's day to day operations have been lodged to the barangay level and the school where the water system was built. For the CBO-managed water systems, we have a succesfull site in Barangay Looy, South Upi. The CBO has managed to operate the system mostly by themselves with some support from the barangay. They have established a water fee collection system which is well-functioning even after a year the water system was turned over. A visit to the sites might be needed to see how they are doing in terms of operating and managing the water system.
