action_plan:
Since Shawish is not a formal setup/profile, a greater coordination at regional and UN level is necessary to determine how and whether to work with Shawish. The impunity Shawish tends to have may not be helpful to reduce child labour.

title:
7. Engage with the 'Shawish' as a main target group in future projects addressing child labour The evaluation has found that the Shawish plays a central role in facilitating child labour in the agriculture sector, through recruiting Syrian workers (families and children) to work on farms. It is therefore essential to focus on this target group, and build their capacities and knowledge with regards to child labour, child rights and even case management. The Shawish should be made aware of the legalities of his/her action concerning child labour.
