- Consulting the tripartite constituents in the current phase of the project and in the development of the future phase is a recommendation the project team is already implementing. One challenge for doing so to the extend needed was the COVID-19 pandemic, as well as politically challenging contexts.

- Consultations with constituents (individual or joint) were held in the last months to develop the work plan in line with the project outcomes. Not all constituents have been met and some will be met up to end of January 2023. The ADWA’ team has established a post-2023 project design timeline which includes a four-week timeframe (March 2022) for country level consultations on the new phase. This timeline has been confirmed with the donor (Sida) and a consultant has been hired to support the team

- ILO project team and constituents: Some interviewees see that ADWA’ comes with fixed objectives without any consultation with those concerned and which meet the expectations of donors. Faced with this situation and for greater credibility, the ILO and donors must plan and/or program projects that respond to requests made by the country and transmitted to it for technical and financial support. It is therefore recommended to actively consult tripartite constituents in the remaining months of 2022 and 2023 in the project countries about the design of phase II post 2023. Constituents should actively participate in that process.
