- The JSB project is only limited to one year, maximum 18 months. There is the need for forward planning and fast tracking of staff recruitment. There is the need to agree in advance with local government and beneficiaries on the interventions. This shortens the period for the design of the interventions as they are known in advance.
A new proposal is being prepared. This time round 2 Japanese INGOs would be engaged to reduce the workload per INGO to get the works completed on time.

- 2. In emergency projects, an inception phase in the project proposal should be included focussing on bridging the emergency with a development project. It may enable both the ILO and the donor to envision what the project can achieve, at what cost, and for what timeframe.
