- The country ToCs developed by the ILO programme staff mirrored the global ToC given by the UK government for all the outcome levels except at the output level. The rationale for this was to ensure results could be aggregated at funding level in all nine Skills for Prosperity countries under the UK programme. The ILO staff followed instructions form the UK Hub and UK government representatives on this. The Skills for Prosperity programme was only allowed to make adjustments or introduce ‘Country Specific’ indicators at the output indicator level.
