comments:
Fully agree with this recommendation. TRIANGLE management fully recognize and agree with this recommendation and notes that as part of development of a new phase of the programme, including a new theory of change indicator classifications would be considered carefully. Indicators such as ‘Proportion of women migrant workers registered as employed in a regular legal status (by corridor)’ may be interesting impact indicators but are largely beyond the control of TRIANGLE and hence not good indicators to measure programme progress against.

Review the classification of results framework indicators and adjust during the design of any future phase. A few of the indicators in the results framework appear classified, particularly outcome indicators that the ILO has very limited control over, and some outcome indicators that are outputs.
