Fully agree with this recommendation but its realization is beyond the control of TRIANGLE management. Activities and events supported by TRIANGLE are open to all migrant workers, regardless of migration status. However, ILO financial rules and regulations require that individuals that attend an event identify themselves with an ID. In some cases, migrants may not have IDs, and/or are hesitant to show their ID if their status is uncertain. This constitutes an administrative challenge linked to internal financial reporting. TRIANGLE has discussed this matter with Finance, and suggested that alternatives to ID can be used, including for example a photo of the participant (taken by mobile phone by the event organizer) and/or fingerprint.

Clarify with partners that migrants without IDs are still eligible to attend programme events. Ensure that this is understood by the finance team. If necessary, this issue needs to be raised with the senior levels of management within the ILO (DG’s office, the Governing Body).
