Scope
The index is computed monthly and relates to urban households in
Luanda.

December 1990 = 100.
Source of weights
The weights and selected items were derived from a household expenditure
survey conducted by UNICEF and the Instituto Nacional de Estatística
from February to April 1990 in 16 districts of Luanda. The weights of
items not selected for pricing were distributed over similar items
within the sub-group.

Household consumption expenditure
Consumption expenditure used to derive the weights relates to goods and
services acquired during the period of the survey excluding investments,
transfers, house purchase and extensive repairs, business expenses, etc.
Method of data collection
Prices are collected from 81 selected markets, retail outlets and
service establishments in Luanda. Depending on the nature of the
item, prices are ascertained each day (food items), week or
month (newspaper, fuel, electricity). Until December 1991,
prices for subsidised items sold to workers by means of a ration
card were obtained as well as free market prices. The prices
collected refer to those actually paid by consumers.

Specification of varieties
Specifications for heterogeneous items are detailed, and given in
terms of the quality, brand, model, size, unit of measure, etc. to
ensure that the same item is priced over time. Homogeneous
items need less specifications (e.g. white sugar: kg.).
Substitution, quality change, etc.
If a product is no longer available, a similar product to the
original is substituted and a method of linking is used.
Seasonal items
Weights for seasonal items are not very important and relate to
mangoes, pineapples and oranges. Seasonal fluctuations in the prices
of these items are taken into account by maintaining
the closing prices for the previous season during the off season.
Computation
The index is computed according to the Laspeyres formula as a
weighted arithmetic average with fixed base, using weights
corresponding to the period February to April 1990.
In computing item indices, price relatives for the current
period and the base period are used. Relatives of average prices
are calculated for those items with homogeneous varieties and
averages of price relatives are used for those with heterogeneous
varieties.
