Scope

The index is compiled monthly and published quarterly and relates to low-income households living in Ouagadougou.

July 1981 - June 1982 = 100.

Source of weights

The weights and selected items were derived from a household expenditure survey conducted in Ouagadougou during the 12 months of 1980. The survey covered a sample of 54 households with a monthly income ranging from 15,000 to 20,000 CFA francs at the time of the survey and an average household size of 4.54.

Household consumption expenditure

Household consumption expenditure for the purpose of the index comprises all expenditure by households for consumption. Goods and services received as income in kind and consumed by the households, contributions to social security and pension funds and payments for licence fees have not been taken into account.

Method of data collection

Prices are collected by agents from the central market, retail outlets and service establishments in Ouagadougou. Prices for food items and beverages are obtained three times a month (including one direct purchase). Prices of other items which do not vary frequently are collected quarterly.

Housing

Rent quotations are obtained monthly. The cost of owner-occupied dwellings is represented by the price of building materials.

Specification of varieties

The specifications of items to be priced are given in detail.

Substitution, quality change, etc.

When an item is no longer available on the market, the last price quotation is maintained for six months before it is substituted by a similar item.

Seasonal items

Seasonal fluctuations in the prices of certain fresh food items are taken into account by pricing the items only when they are in season; during the off-season, the relevant item weights are assigned to replacement items.

Computation

The index is computed according to the Laspeyres formula as a weighted arithmetic average with fixed base, using weights corresponding to 1980.
