Scope

The index is compiled monthly and covers all households in Bujumbura.

January 1980 = 100.

Source of weights

The weights and selected items were derived from a household expenditure survey conducted during 1978-79 among a sample of households in Bujumbura. One hundred and thirty items whose weights were among the most significant were retained for pricing.

Household consumption expenditure

Consumption expenditure for the purpose of establishing the weights includes all goods and services purchased by the index population for their own use. It excludes income taxes, statutory contributions, investment expenditures and all insurance.

Consumption expenditure excludes: pension fund contributions, owner-occupied housing (only rented housing is included), the trade-in value of used goods, down-payments on the purchase of new goods, trading licences, fund transfers, gifts and other transfers, all taxes and insurance.

It includes: income in kind, second-hand purchases, durable goods, medical care, credit purchases (limited to disbursements made during the survey period).

Method of data collection

Prices are collected from about 34 selected retail stores, markets and service establishments by personal visits. Prices for food items such as starchy foods, fish, vegetables, fruit and some clothing items are obtained four times a week and for other items once a week. Prices for food items sold in market places are ascertained by weighing the items.

Housing

Rent data are obtained from selected rented dwellings with two rooms, a concrete floor and electricity. For owner-occupied dwellings, only the cost of repairs and maintenance is included in the index.

Specification of varieties

The specifications of items to be priced are given in detail in terms of the brand, quality, make and unit.

Substitution, quality change, etc.

If a product is no longer available in the outlet, a similar product to the original is substituted.

Seasonal items

Seasonal items such as fresh fruit and vegetables are not significant in the index, and no special treatment is therefore given for seasonal items.

Computation

The index is computed according to the Laspeyres formula as a weighted arithmetic average with fixed base, using weights corresponding to the period 1978-79.

Relatives of average prices are used to calculate item indices. Annual indices are the averages of the 12 monthly indices

Other information

A survey is currently being conducted in Bujumbura for the purpose of updating the base for computing the consumer price index.
