Scope

The index is compiled monthly and covers African households with a monthly income of more than 100,000 francs, CFA and non-African households in the public and private sectors with a monthly income of less than 100,000 francs, CFA during March and May 1969. The index relates to Libreville.

Source of weights

The weights and selected items were derived from a household expenditure survey conducted between March and May 1969 in Libreville among a sample of 156 high-income group households, composed of 20 African households whose head had a monthly income of more than 100,000 francs, CFA, and 59 non-African households in the public sector and 77 non-African households in the private sector, whose head had a monthly income of less than 100,000 francs, CFA, at the time of the survey.

Household consumption expenditure

Consumption expenditure for the purpose of the index comprises all goods and services purchased for consumption by the index population. It excludes income tax, gifts and charities, loans and repayments, purchase of housing and rent.

Method of data collection

Prices of most items are collected by agents around the 25th of each month from major retail outlets, one market and service establishments in Libreville. Prices for fresh food items are ascertained once a week.

The prices used in the index are the retail prices actually paid.

Housing

Rent is not included in the index.

The specifications are given in terms of the brand, make, quality and unit.

Seasonal items

Seasonal fluctuations in prices are not taken into account in the index.

Computation

The index is computed according to the Laspeyres formula as a weighted arithmetic average with fixed base, using weights corresponding to March-May 1969.
