Consumer price index.
Scope
The index is compiled monthly and covers the whole population of
the Kazakhstan Republic.
Official base
December of the previous year = 100.
Sources of weights
Weights for the calculation of the CPI are derived from the
family budget survey and relate to the whole population. The
survey is carried out with monthly, quarterly and annual
periodicity and covers 6,000 households. Because of the rapid
structural changes in the consumption of the population, the
weights are updated every year.

Classification of individual consumption by purpose is used.
Household consumption expenditure
Household consumption expenditure refers to all financial
spending for purchase of consumption goods and services. It does
not cover taxes, fees and savings.
Sample selection
The sample of geographical localities includes capital, regional
and district centres and 60 towns. Eight outlets were selected
for price collection within each of these sampled localities.
The list of 309 surveyed goods and services was selected on the
basis of their importance in the household consumption. Goods
and services frequently consumed by the population or have a
treatment of compulsory payments are included in the list.
Method of data collection
Prices for food items, services, and compulsory payments are
collected weekly. Other items are priced once or twice a month.
Prices are collected by price collectors by questioning the
retailers or reading the price list at selected shops and service
establishments. Price collectors are obliged to write down the
name and the address of the shop, detail description of the
variety, current and the base period price. Prices for
approximately 100,000 varieties of goods and services are
collected on monthly basis.
Sale prices in closing down outlets, prices of items at the end
of the season, second class items and hire purchases are not
included in the index.
Housing
Rent data per one square meter of living area are collected
monthly. Rents are collected for furnished comfortable and
unfurnished uncomfortable apartments. Owner-occupied housing is
not included in the index.
Specification of varieties
General specifications are provided for each item. Detailed
descriptions are recorded during the price collection.
Substitution, quality changes
When one item disappears from the market, a substitute is chosen
with specification as similar as possible to the original one.
Seasonal items
In periods when an item is out of season, it is assumed that the
price follows the price movements of the other items in the same
sub-group.
Computation
CPI is computed according to the Laspeyres formula. Averge prices
for the same goods and services priced in the same outlets in the
current and previous months are computed and than the ratio of them
is linked to the previous month indice. CPIs have been computed
since January 1993.
Average retail prices of main food items are published twice
a month, while average prices of services are published
monthly.
