Objectives of the survey
To compile statistics at the All-India level on the basis of returns
received from all states, in order to supply labour statistics
relating to the factory sector to the Government, departments of
central and state governments and to international organizations.

Number of factories, employment, hours of work, paid leave, occupational
injuries, safety measures, inspections and convictions.

In principle the whole country, but may vary from one year to another
depending on response from the various states.

All establishments registered under Sections 2 m(i), 2 m(ii) and 85 of
the Factories Act, 1948, i.e. factories using power and employing ten or
more persons on any working day, factories not using power and employing
20 or more persons on any working day, and factories specially notified
for the purpose by the state, government or Union Territories.

All employees in establishments covered by Sections 2 m(i), 2 m(ii) and
85 of the Factories Act, 1948.

reporting unit.
Survey universe / sample frame
The survey universe consists of all establishments registered under
Sections 2 m(i), 2 m(ii) and 85 of the Factories Act, 1948.

All factories registered under Sections 2 m(i), 2 m(ii) and 85 of the
Factories Act, 1948 are required to submit returns.
Field work
Data collection
Factories supply their returns to the factory inspectors. Returns from
the primary units are consolidated by the respective state
governments or union territories, and submitted to the Labour Bureau
for compiling the All-India statistics.

The returns include 13 statements dealing with various parameters.
