Objectives of the survey
To collect basic data such as number of establishments, number of
employees, production cost, value of shipment, inventories and tangible
fixed assets, in mining and manufacturing, for economic planning and
monitoring of development policies in those sectors.

Employment and earnings, along with other industrial data.
Reference period
Two reference periods are used for employment data: the end of the
year, and the average number of persons engaged for each month of the
year.

Establishments
Establishments which
- employed five or more workers as of 31 December of the reference
year,
- were operating with an average of five or more workers during the
reference year.
Excluded are establishments under construction as of 31 December;
establishments directly operated by the armed forces of the Republic or
Korea or the U.N. forces; workshops operated by public occupational
guidance centers or prisons; and experimental laboratory facilities
and research institutes attached to public organizations and schools.

All persons engaged.

Data are not collected by occupation.
Concepts and definitions
Employment
All persons engaged include working proprietors, employees
and unpaid family workers. Data are collected separately on:
- the number of working proprietors, including partners of
unincorporated firms, and unpaid family members who work more than
one-third of the normal operating hours without regular remuneration;
- the number of employees on payroll at the end of the year.
Employees include operatives and office workers, regardless of
whether they are permanent, temporary or casual daily workers, and
regardless of whether they are temporarily absent on sick leave,
vacation, victim of accident, on strike, or for any other reason.
Home workers are included.
Operatives are workers on the production line or auxiliary to it and
engaged essentially in manual work.
Office workers and others include all workers other than operatives, who
are engaged in technical, managerial, professional or clerical work,
routine office workers and their helpers such as waitresses, janitors
and drivers of passenger cars. Sales managers and directors of
corporations are also included in this category.
Excluded are employees absent from work for a long period (three months
or more), members of the armed forces and workers in contracted
establishments.
Earnings
They are defined as the total gross earnings paid to all
employees on the payroll of the establishment during the reference year,
before deduction for taxes, compulsory savings, union dues, etc.
They include all forms of compensation for employees' labor, such as
wages and salaries, bonuses and allowances, in cash and in kind. They
also include the payment obligations accruing during the year but not
yet paid. Value of compensation in kind is estimated using the
production price, if payments in kind are supplied from the company
production, or at purchase price, if secured externally.
Excluded from gross earnings are payments to retired employees,
long-term absentees and members of the armed forces, and payments
accrued prior to the reference year.
In addition to earnings, and as part of "production costs, selling and
general administrative expenses", the survey collects separate
data on:
- wages and retirement allowances;
- welfare and convenience cost, such as
scholarships, physical training cost,
expenses for congratulation and condolences, hospital expenses, etc.

The definition of earnings used in this survey conforms to the United
Nations guidelines on industrial statistics.

Statistical unit
The reporting unit is the establishment, defined as a
physical unit engaging in industrial activities such as a factory, a
workshop, an office or a mine.
Survey universe / sample frame
The sampling frame is the Census of Industrial Establishments.
Sample design
The survey is based on a complete enumeration of establishments with
five or more workers.
Field work
Data collection
The survey is conducted by about 4,000 officials of the local
administrative offices who visit the establishments. Prior to
the survey, these officials receive adequate training.
Survey questionnaire
This covers all items related to the
characteristics of the establishment, the number of workers and their
remuneration, and industrial data such as value of shipments,
production costs and other expenses, value of inventories, fixed assets,
raw materials, etc.

This includes all phases of internal inspection, checking and editing
of questionnaires.

- number of establishments, employees and remuneration by sub-group of
industry, and
- a number of summary and average industrial indicators by division
and sub-group of industry, type of ownership, employment size of
establishments, province and worker.
History of the survey
The Mining and Manufacturing Survey was first conducted in 1967 by the
Korea Industry Bank. Since 1969, it has been conducted by the National
Statistical Office. Additionally, the Industrial
Census (including electricity, gas and waterworks sectors) has been
conducted every five years since 1955. The 11th Industrial Census was
conducted in 1994. The Mining and Manufacturing Survey is conducted
every year, except the year of the Industrial Census.
Prior to 1993, the Korea Standard Industry Classification (KSIC) was
convertible to ISIC-68. After that date, the revised KSIC-1991 was
used.
