Concepts and definitions:
Employment:
Persons, 15 years old and over, who formed the available manpower for the production of goods and services and who during the reference week were an employer, an own-account worker, an employee or an unpaid family worker. The Employed include persons with a job but temporary absent from work due to illness, injury, vacation, maternity leave, educational and training leave, labour management dispute, bad weather, mechanical breakdown, etc. It also includes persons on temporary or indefinite lay-off without pay and on unpaid leave initiated by the employer. Also included are full- and part-time workers seeking other work during the reference period as well as part-time students working full-time or part-time. Full-time students working part-time or full-time are excluded. Unpaid family workers temporary absent from work are included but apprentices and trainees, paid or unpaid, are excluded. Similarly, seasonal workers not at work during the off-season are excluded. Participants in employment promotion schemes and members of the armed forces are included. Persons engaged in production of goods or services for own final use are excluded. Excluded also were persons who performed some work during the reference week but were subject to compulsory schooling or were retired and receiving a pension.
Unemployment:
Persons, 15 years old and over, who during the reference week were without work or worked less than 20 hours during the reference week, were currently available for work, and were seeking work during the reference week. The unemployed comprises of two groups: those who previously worked in the state of Kuwait, but were not employed and were looking for work during the reference week; and those who had never had a job before and were seeking work during the reference week. The Unemployed included persons without work and currently available for work who had made arrangements to start work at a date subsequent to the reference week as well as persons without work and currently available for work who were trying to establish their own enterprise. Also included were part-time students seeking part-time or full-time work. Full-time students seeking part-time or full-time work were however excluded. Also excluded were persons seeking and available for work who were subject to compulsory schooling or were retired or receiving a pension. Also excluded were persons without work and available for work, who did not seek work during the reference week.

Based on the enumeration areas of the 1985 Population census of Kuwait, stratified into 54 strata for Kuwaiti private households and non-Kuwaiti private households, and 43 strata for non-Kuwaiti collective households.
The 1,729 stratified census enumeration areas formed the primary sampling units (PSUs) of the survey. Some 345 PSUs were selected at the first-stage of the sample selection. These PSUs were updated by listing all buildings, dwellings and households. At the second stage some 11,000 private households were selected from the listed PSUs. In the case of the collective households, some 558 collective households were selected from the sampled PSUs and within the selected collective households about 11,000 individuals were sampled.
