  • Name and address of present or previous employer or work place;
  • Type of business (industry) of present/previous employer/workplace [optional], with 17 categories distinguished. Links to ISIC, rev.3 or NACE, rev.1 have been established (class level);
  • Previous registrations with the agency/service;
  • Other: unemployment duration; repeated unemployment; health status; family status; disadvantaged group (e.g. adolescents, school-leavers and university graduates without experience, pregnant women, persons looking after child under 15 years; job seekers over the age of 50, job-seekers registered more than six months, persons needing special assistance or who are not socially assimilated).

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc. (R) and (S);
  • Studying or undergoing training (R) and (S);
  • Failure to contact the agency/service (R) and (S);
  • Refusal of suitable job offers (R) and (S);
  • Other: at own request (R) and (S).

    6.Definition of unemployed persons used for the statistics

    A citizen who is not in employment or similar relationship, and who does not engage in independent gainful activity, or who is not involved in systematic preparation (studies, training) for a profession or occupation (vocational training) and who personally applies in writing to the Labour Office for assistance in finding suitable employment, shall be registered as a job-seeker [Section 7(1) of the Employment Act].

    7.Updating of the registers

    The registers are updated on a continuous basis.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    The source of data on employed persons who are part of the denominator of the unemployment rates is the Labour Force Survey.

    Definition of employed persons for this purpose:

    The number of employed persons is changed quarterly and calculated as an arithmetical average from the results of the last four Labour Force Surveys (definitions used in the LFS are in full harmony with the definitions of ILO indicators and recommendations).

    11.Comparisons with unemployment statistics from other sources

    Comparisons as such have not been made with unemployment statistics from other sources. However, unemployment statistics from the Labour Force Survey are used by the Ministry of Labour and Social Affairs as an additional source of information for labour market analysis.

    12.Major changes since the start of the statistics

    Major changes to legislation, capacity of the agency and/or administrative procedures resulting in an increase or decrease in the total number of persons registered as unemployed took place in the following years: 1991: -2%; 1992: -5%; 1994: +5%; and 1996: +10%.
