    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work and registered at the National Employment Office. The job-seeker is requested to deposit a complete file with his/her address, telephone number or post box number, etc. (R) and (S);
  • Seeking work (R) and (S);
  • Available for work (R) and (S);
  • Age (lower limit: 16 years; upper limit: 55 years) (R) and (S);
  • Citizenship: the job-seeker has to present his/her national identity card (R) and (S);
  • Being resident in the country. The job-seeker has to report regularly to the National Employment Office;
  • Previously employed. The job-seeker has to present his/her work certificates.

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Failure to contact the agency/service.

    6.Definition of unemployed persons used for the statistics

    All persons aged 16 to 55 years who are available for work and looking for work.

    Statistical data produced by the National Employment Office include only job-seekers who are registered at its offices.

    7.Updating of the registers

    The registers are updated daily.

    8.Unemployment rates

    Statistics from the registers are not used to obtain unemployment rates.

    Comparisons have been made with unemployment statistics from the labour force survey.

    There have been no major changes in legislation, capacity of the agency and/or administrative procedures which had a significant influence on the statistics.

    13. Additional remarks

    Although the texts are clear and precise, the employers, both from the public and private sector, as well as the job seekers, do not comply with the texts in force in respect to employment.

    Furthermore, Law N°140/AN/97/3rd L of 23.9.97 amending the labour code has liberalized employment; as a result most employers do not apply to the SNE and do not regularize the situation of their staff with the SNE.
