  • Being without work (S);
  • Seeking work (S);
  • Availability for work (S);
  • Age (lower limit: 18 years; upper limit: 55 years) (S);
  • Being resident in the country, and looking for a job within the national territory (S);
  • Previously employed (S);
  • Desired duration of employment and/or number of hours of work sought (minimum of 20 hours by week).

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Commencement of military service (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc (R) and (S);
  • Studying or undergoing training, if it is a programme of long duration (R) and (S);
  • Failure to contact the agency/service by not having replied to several job summonings (R) and (S);
  • Refusal of more than three suitable job offers (R) and (S);
  • Refusal of more than three suitable training offers (R) and (S);
  • Receipt of a pension (R) and (S);
  • Inability to work, in the case of permanent disability.

    6.Definition of unemployed persons used for the statistics

    Any economically active person who is available for work, did not work during the reference period (seven days) for reasons other than sickness, holiday, strike, lay off or bad weather and is looking for a job must be considered as unemployed.

    7.Updating of the registers

    The registers are updated annually.

    8.Unemployment rates

    Statistics from the registers are not used to obtain unemployment rates.
