Certain functions, including the ongoing registration of unemployed persons, are the responsibility of the Department of Trade and Industry.

Periodic statistics on the unemployed are produced by both Departments, although only some are for general audience.

In selected areas only, i.e. Douglas (capital city), Ramsey, Peel, Castletown and Port Erin.

  • Citizenship;
  • Educational/vocational attainment, with 7 categories distinguished. Links to ISCED have not been established;
  • Type of work (occupation) of job sought;
  • Name and address of present or previous employer or work place;
  • Other: driving licence/own transport; construction craft worker status; marital status; health status; indication of criminal record.

    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work (R) and (S);
  • Seeking work (R) and (S);
  • Availability for work (R) and (S);
  • Age (lower limit: 16 years; upper limit: 65 years for men; 60 years for women) (R) and (S);
  • Being resident in the country (R) and (S);
  • Desired duration of employment and/or number of hours of work sought (R) and (S).

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Commencement of military service (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc. (R) and (S);
  • Studying or undergoing training (R) and (S);
  • Failure to contact the agency/service (R) and (S);
  • Inability to work (R) and (S).

    6.Definition of unemployed persons used for the statistics

    Unemployed persons must be:
  • (ordinarily) available for employment of at least 40 hours a week;
  • taking steps in each week to identify suitable vacancies and to apply for them;
  • unemployed, or working less than 16 hours a week;
  • capable of working at least 16 hours a week;
  • not receiving education, or receiving education involving less than 16 hours guided learning per week;
  • over 16 years but under State pensionable age (65 for men; 60 for women);
  • resident in the Isle of Man.

    7.Updating of the registers

    The registers are updated daily.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    The source of data on employed persons who are part of the denominator of the unemployment rates is the Population Census.

    Definition of employed persons for this purpose:

    Persons working for an employer (full or part-time) and/or self-employed.

    Major changes in legislation, capacity of the agency and/or administrative procedures took place in 1996. The resulting changes in the statistics have not been estimated.
