  • Type of work (occupation) of job sought with12 categories distinguished. Links to ISCO-68 have been established (close to the Belgian system);
  • Name and address of present or previous employer or work place;
  • Type of business (industry) of present/previous employer/workplace, with five categories distinguished. Links to NACE, rev.1 have been established;
  • Previous registrations with the agency/service;
  • Other: information on job and geographic mobility.

    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work (S);
  • Seeking work (R) and (S);
  • Availability for work (R) and (S);
  • Age (lower limit: 16 years; upper limit: 65 years) (R) and (S);
  • Citizenship: being native of an European Union member State (R) and (S);
  • Being resident in the country: having an official address in Luxembourg (R).

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc (S);
  • Studying or undergoing training: participation in a training programme organised in collaboration with the National Education Ministry;
  • Failure to contact the agency/service: in principle, job-seekers have to report to the employment service at least once every two weeks (R) and (S);
  • Refusal of suitable job offers (after one refusal) (R) and (S);
  • Refusal of suitable training offers (after one refusal) (R) and (S);
  • Receipt of a pension (R) and (S);
  • Inability to work (R) and (S).

    6.Definition of unemployed persons used for the statistics

    All persons without a job, available on the labour market, looking for an appropriate job, not benefiting from any employment promotion measure, with or without unemployment compensation and who have respected the obligations to be followed as established by the ADEM.

    7.Updating of the registers

    The registers are updated every month.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    Calculations are made by STATEC (Central Service of Statistics and Economic Studies), using the following sources: social security registers, official estimates and population censuses.

    Definition of employed persons for this purpose:

    National employment taken into consideration is domestic employment (Wage earners and non wage-earners); excluded are foreign workers who cross the border every day to work in Luxembourg, Luxembourg nationals who cross the border every day to work abroad and international civil servants.

    Comparisons have not been made with unemployment statistics from other sources.

    12.Major changes since the start of the statistics

    There were major changes in legislation in 1998. Since 1998, job-seekers benefiting from an employment promotion measure are excluded from the unemployment statistics. "Persons benefiting from an employment promotion measure" represented between 24% (in 1998) and 31% (in 2001) of the total population (job-seekers and persons benefiting from an employment promotion measure) administrated by the ADEM.
