There are 12 employment offices (one in each county) and 33 employment sections in towns throughout the country that are under the direction of the county employment offices. The employment offices are under the Labour Force Utilization Department.

  • Other: family status; labour card number; details of last job (dates of service, reason for leaving, average salary of the last three months, etc.); category of social protection; category of unemployment benefits; military status; knowledge of foreign languages; special training.

    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work (R) and (S);
  • Seeking work (R) and (S);
  • Availability for work (R) and (S);
  • Age (lower limit: 16 years; upper limit: pension age) (R) and (S);
  • Being resident in the country (R) and (S);
  • Previously employed (including remunerated public works and temporary work) (R) and (S);
  • Previous payment of unemployed insurance contributions (R) and (S).

  • Death (R) and (S);

    6.Definition of unemployed persons used for the statistics

    The Labour Force Utilization State Service follows the definition of the Law on Labour Force Utilization, which reads:

    "Are considered unemployed the citizens available for work who do not have a suitable job or a legal revenue and who are registered at the employment office of their area of residence as a job-seeker".

    7.Updating of the registers

    The registers are updated daily.

    8.Unemployment rates

    Statistics from the registers are used to obtain the "official" unemployment rate for the Republic of Moldova (the "real" unemployment rate is obtained through the Labour Force Survey).

    The sources of data on employed persons who are part of the denominator of the unemployment rates are the Labour Force Survey and the Population Census.

    Definition of employed persons for this purpose:

    Persons of 15 years old and over who have had an economic or social activity, producing goods or providing a service during at least one hour in the given period (a week) for profit, salary or other benefits.
