  • Other: health status; family status; household income; reason for unemployment; reason for resignation from job; eligibility for unemployment benefit; reason for being threatened by unemployment.

    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work (including self-employed working less than 15 hours a week and earning below the minimum wage) (R) and (S);
  • Seeking work (R) and (S);
  • Availability for work (R) and (S);
  • Age (lower limit: 16 years; upper limit: 60 years) (R) and (S);
  • Citizenship (must be a Mongolian citizen) (R) and (S);
  • Being resident in the country (R) and (S);
  • Other: ability to work (R) and (S).

    6.Definition of unemployed persons used for the statistics

    An "unemployed citizen" means an able-bodied citizen of working age ready to accept employment, actively looking for a job and registered at an employment office (Employment Promotion Law of Mongolia, 2001).

    7.Updating of the registers

    The registers are updated monthly.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    The sources of data on employed persons who are part of the denominator of the unemployment rates are the Labour Force Survey, Population Census, Monthly Report on Unemployment (National Statistical Office), Table of Results of the Labour Market Manager Programs (Central Employment Office) and the Annual Employment Survey of the Population (National Statistical Office).

    Definition of employed persons for this purpose:

    Persons who work in entities or organizations or run a private business with wages or are self-employed are considered as employed persons.

    12.Major changes since the start of the statistics

    Major changes in legislation, capacity of the agency and/or administrative procedures took place in (i) 1993; (ii) 1995; (iii) 1997 and (iv) 2001, resulting in an increase of 2.4% in the total number of persons registered as unemployed in 1993; a decrease of 3.3% in 1995; an increase of 2.2% in 1997 and a decrease of 3.2% in 2001.

    1995: National Poverty and Unemployment Survey was conducted;

    1997: Adoption of Law on Unemployment Benefit, enabling unemployed persons to receive unemployment benefit from the Social Insurance Fund

    2001: Employment Promotion Law was adopted.
