In all state capitals of the Federation (37 state networks), in areas where population is dense, where there are industrial establishments that require workers’ services and university towns and other tertiary institutions.

  • Assisting job-seekers to find jobs;
  • Assisting job-seekers to establish their own business;
  • Assisting employers to find workers;
  • Vocational guidance;

  • Being without work (R) and (S);
  • Seeking work (R) and (S);
  • Availability for work (R) and (S);
  • Age: lower limit: 18 years; upper limit: 60 years (R) and (S);
  • Citizenship: for Nigerians, by birth, by marriage and by naturalisation;
  • Being resident in the country.

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Commencement of military service (R) and (S);
  • Participation in an employment promotion scheme, public work programme, etc (R) and (S);
  • Studying or undergoing training (R) and (S);
  • Failure to contact the agency/service, there is need to renew registration documents periodically (R) and (S)
  • Refusal of suitable job offers (R) and (S);
  • Refusal of suitable training offers (R) and (S);
  • Inability to work (R) and (S).

    6.Definition of unemployed persons used for the statistics

    Persons who are actively looking for work, willing to work, medically fit, aged between 18 and 60 years, and who are earning below the national minimum wage.

    7.Updating of the registers

    The registers are updated on a monthly, quarterly and annual basis.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    The sources of data on employed persons who are part of the denominator of the unemployment rates are the Labour Force Survey, Establishment Survey, Social Security Register and Population Census.

    Definition of employed persons for this purpose:

    Persons who are actively engaged in work and are not earning below the national minimum wage.
