    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Commencement of military service (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc (R) and (S);
  • Failure to contact the agency/service (it is obligatory to report every month to the employment service) (R) and (S);

    6.Definition of unemployed persons used for the statistics

    According to Law No.76/2002 on the unemployment insurance system and employment promotion, a person is considered as unemployed if (s)he meets all the following requirements:
  • is in search of a job and is aged 16 years or over and does not meet the requirements for retirement;
  • is in good health, and physically and mentally able to take up employment;
  • does not have a job, does not earn any income or the income generated from activities authorised according to the law is lower than the unemployment benefit to which s(he) would be entitled according to this law;
  • is ready to start working as soon as a job is found;
  • is registered with the National Agency for Employment or with another employment service provider that operates according to the law.

    The registers are updated monthly.

    8.Unemployment rates

    Statistics from the registers are used to obtain unemployment rates.

    The sources of data on employed persons who are part of the denominator of the unemployment rates are the population census and the data from the National Institute for Statistics and Economic Studies.

    Definition of employed persons for this purpose:

    The economically active civilian population.

    12.Major changes since the start of the statistics

    The new law on the unemployment insurance system and employment promotion, which entered into force in March 2002, generated important changes, mainly concerning the level of unemployment benefit, the forms of indemnity, the statistics, etc.
