    4.Criteria used for inclusion of a person in the registers (R) and/or the statistics of unemployed persons (S):

  • Being without work (R) and (S);
  • Actively seeking work, which is followed up by an employment adviser (R) and (S);
  • Availability for work (R) and (S);
  • Age (lower limit: 15 years; upper limit: 60 years for women, 65 years for men) (R) and (S);
  • Citizenship (R) and (S).

    5.Criteria used for exclusion of a person from the registers (R) and/or the statistics of unemployed persons (S):

  • Death (R) and (S);
  • Taking up residency abroad (R) and (S);
  • Commencement of a (new) job (R) and (S);
  • Commencement of military service (R) and (S);
  • Participation in an employment promotion scheme, public works programme, etc (S);
  • Studying or undergoing training: Only those in short term training programmes are included in the statistics (S);
  • Failure to contact the agency/service (R) and (S);

    6.Definition of unemployed persons used for the statistics

    Registered unemployed persons are persons aged 15 to 60 (women), and 15 to 65 (men), who are registered at the employment service, actively seeking employment and are willing to accept employment which corresponds to their educational attainment. Excluded are retired persons, persons in prison for more than six months, owners of enterprises in which they made an income in the last calendar year and which they could use to support themselves - provided that the income they made did not exceed the minimum earnings, and also owners of agricultural or forest areas, which can provide an income for living.

    7.Updating of the registers

    The registers are updated daily.

    8.Unemployment rates

    Statistics from the registers are used to obtain registered unemployment rates.

    The sources of data on employed persons who are part of the denominator of the unemployment rates are establishment surveys and social security registers.

    Definition of employed persons for this purpose:

    Persons employed regularly on a full or part-time basis, self-employed and farmers.
