Concepts and definitions
Employment:
any person who provides material or intellectual services or a combination thereof, under an individual employment contract or relationship, to an employer formally registered or required to register formally under the social security system is a member of the social security system. Also members are State workers, members and employees of legally constituted cooperatives.
Earnings:
these refer to the total payroll reported by contributing enterprises.

Data collection
Size and coverage of the administrative system:
IGSS records. At 31 December 2000, the records used covered 908,000 workers enrolled, and a total of some 1,950,000 persons protected.
Data collection method:
the data on the number of active employers, contributing employees and earnings are based solely on employers' compulsory reports to the IGSS, which are kept in a central registry.

Adjustments
Under-coverage:
annual estimates of employees and wages are adjusted to take account of incomes received as contributions to all social security schemes and to take account of employers' arrears. The State budget data are also corrected to eliminate multiple employment and wage figures are adjusted on the basis of actual budget performance for the year.

Coverage of the administrative system:
at 31 December 2000, members represented some 25 per cent of the economically active population aged 10 years and over, and the total protected population (members and beneficiaries) some 17 per cent of the total population.
