Concepts and definitions

Employment:

refers to the total number of employees, including apprentices and temporary workers, working in workplaces subject to the Social Insurance Law No. 506. All persons who are registered with the insurance scheme are defined as employed upon entry into service and are thus covered by the statistics.

Earnings:

refer to average gross daily earnings, including pay for normal time worked, overtime payments, severance pay and seniority and production premiums. The minimum and maximum limits for daily and monthly earnings used for determining social security contributions and benefits are fixed by law.

Hours of work:

refer to normal hours of work. Daily normal hours are 7.5 hours (weekly 45 hours) according to Law No. 1475.

Major changes and revisions:

The Social Insurance Law No. 506, which is presently in force, entered into effect on 1 March 1965. Its coverage was extended, by comparison with the previous social insurance laws.

Other administrative sources of data:

the social security system in Turkey is composed of three major organizations: the Social Insurance Institution (see above); the Government Employees Retirement Fund; and "Bag-Kur", i.e. the Social Security Organization for the self-employed outside the coverage of the Social Insurance Law, such as agricultural workers, craftsmen, artisans and small businessmen, technical and professional people who are registered to a chamber or professional association and shareholders of companies other than cooperatives and joint stock companies. Statistics on the number of persons covered and amounts of benefits provided are derived from The Government Employees Retirement Fund and the General Directorate of BagKur.
