Re (a): The age will be defined in terms of year of birth.

Re (g): The census should collect information on usual and actual hours of work of employed persons.

6. Concepts and definitions:

(a) Economically active population

The economically active population will comprise all persons aged 15 years and over who, during the reference period, will be either employed or unemployed, according to the definitions adopted. Regular members of the armed forces will be included in the definition while conscripts on military/civilian service will be excluded from the definition.

(b) Employment

The questionnaire has not been designed for the time being. Persons engaged in the production of goods for own-consumption should be excluded from the definition.

However, it is reported that the following categories will be included:

  1. persons doing unpaid work in a family firm or business;
  2. employed persons, temporarily absent from work;
  3. regular members of the armed forces;
  4. apprentices and trainees;
  5. persons temporarily laid-off (with formal job attachment).
None of these categories will be identified separately.

(c) Unemployment

The questionnaire has not been designed for the time being. However, it is reported that the criteria of seeking work will be used. Future starts and persons temporarily laid-off (without formal job attachment) should be included in the unemployed.

7. Classifications used:

Both employed persons and unemployed persons will be classified by educational level and by status in employment. Only employed persons will be classified by industry and by occupation.

(a) Industry

For coding Industry, 60 groups of the national classification will be used. Links to ISIC Rev.3 will be established at the division (2-digit) level.

(b) Occupation

For coding occupation, 116 groups of the national classification will be used. Links to ISCO-88 will be established at the minor group (3-digit) level.

(c) Status in employment

This variable will be coded according to the following 5 groups: Employee, Employer, Own account worker, Contributing family worker, and Person not classifiable by status in employment.

(d) Level of education

For coding level of education, 25 groups of the national classification will be used. Links to ISCED will be established.

8. Main differences compared with the previous census:

In 1989, no links to the international classifications (ISIC, ISCO and ISCED) had been established. Classification of status in employment will also be different in 2001.

9. Publication of the census results:

The final results of the census are planned to be issued in 2002. The organization responsible for this publication is the INSTAT (Institute of Statistics), Rr. Lekë Dukagjini, Nr. 5, Tirana.
