2. Population censuses conducted since 1945 (years):

1959, 1970, 1979, 1989 and 1999. The present description relates to the 1999 population census (conducted from 27 January to 3 February).

3. Coverage of the census:

(a) Geographical scope:

The census only covered the Government controlled area of the country. Refugees and forced migrants were registered at their temporary place of residence (de facto population).

(b) Persons covered:

All persons of all ages.

4. Reference period:

At midnight between 26 and 27 January 1999.

Re (a): The age is defined in terms of age at last birthday.

Re (h): The census also collected information on length of unemployment.

6. Concepts and definitions:

(a) Economically active population:

The economically active population comprises all persons aged 16 years to 59 years old who, at the time of the census, were either employed or unemployed, according to the definitions given below. Regular members of the armed forces are included in the definition, while conscripts on military/civilian service are excluded from the definition.

(b) Employment:

Considered as employed are all persons employed in paid work and all self-employed persons.

 


It is reported that the following categories are included:

 

i)                persons doing unpaid work in a family firm or business;

ii)              persons engaged in the production of goods for own consumption;

iii)            regular members of the armed forces.

 

Working students with a part-time job, and seasonal workers not at work during the off-season, although not included in employed, can be identified separately.

(c) Unemployment:

Considered as unemployed are all persons not working and seeking work. Based on the question: AIf you are not working, are you seeking work? (1) Not working (number of months, years); (2) Seeking work (number of months, years); (3) Not seeking work@. It is reported that students seeking work and persons temporarily laid-off (without formal job attachment) are included in the definition, while discouraged workers are excluded from the definition.

7. Classifications used:

Both employed and unemployed persons are classified by occupation and by educational level. Only employed persons are classified by industry and by status in employment.

(a) Industry:

Based on the question: APlease indicate the name of your enterprise and the nature of its activities@. For coding the type of economic activity,14 groups of the national classification were used.

(b) Occupation:

Based on the question: APlease indicate your occupational post and position@. For coding occupation, ISCO-88 was used to the unit groups (4-digit) level.

(c) Status in employment:

This variable is coded according to the following six groups: Enterprise, establishment, farm; Individual citizens; Worker's own enterprise; Worker's own agricultural enterprise; Self-employment; Unpaid work in a family firm or business; Individual farming plots.

(d) Level of education:

This variable is coded as follows: Higher; Specialized Secondary; General Secondary; Incomplete General; Initial Vocational Education; Basic Literacy; and Illiterate. Links to ISCED have been established.

8. Main differences compared with the previous census:

The category of unemployment and the status in employment classification have been introduced. The definition of employment has been revised on the basis of international recommendations.

9. Publication of the census results:
