Re (a): The age is defined in terms of age at last birthday.
The economically active population comprises all persons aged 15 years and over who, during the reference period, were either employed or unemployed, according to the definitions given below. All members of the armed forces are included in the definition.
Based on the question: ADid you work or were you engaged in any remunerative activity in the week 8 to 15 February 1999?@. The purpose of the question was to ascertain whether or not the person concerned worked or had some paid activity during the reference period, whether in the form of permanent employment, temporary work, or casual or other types of work, and irrespective of when payment for the work in question was due. The concept of persons temporarily laid-off is not used in the census practice of the Republic of Belarus.
It is reported that the following categories are included:
i) persons doing unpaid work in a family firm or business;
ii) employed persons, temporarily absent from work;
iii) working students with a part-time job, except in agricultural enterprises when this is required by their educational establishment;
iv) seasonal workers not at work during the off-season. In the case of Belarus, these are persons involved in shift work and related specific types of activities;
v) regular members of the armed forces;
vi) conscripts on military/civilian service;
vii) multiple job holders.
Only persons belonging to category (i) can be identified separately.
Considered as unemployed are all persons aged 15 to 65 years who, during the reference week, were without work, seeking work and available for work. The questions asked to determine if a person was unemployed were: APlease indicate whether you have been seeking work or attempted to set up as self-employed, AIf you were to find work, would you be able to start within the next two weeks?@ and AHave you registered as unemployed with the Employment Service?@. This last question was asked to all persons who were without work and seeking work in order to determine the number of persons officially registered as unemployed. It is reported that students seeking work and future starts are included in the definition.
All persons are classified by level of education. Only employed persons are classified by occupation and by status in employment.
No classification was made, but the question: @Please indicate the name of your enterprise and the nature of its activities@ was used for the purpose of refining the definition of occupation.

This variable is coded as follows: 1. Higher vocational (higher), 2. Secondary vocational (secondary specialized), 3. Primary vocational (vocational-technical), 4. Secondary completed, 5.Secondary not completed, 6. Primary, and 7. Illiterate.
The category of unemployment and the status in employment classification have been introduced. The definition of employment has been revised on the basis of international recommendations.
